Has wick, but I can"t get it to advance

Measures 9 1/2 in (24.13 cm) tall to top of glass
Base is about 6 1/4 in (15.87 cm) diameter

Straw marks visible in glass in base
There is a bit of lamp oil residue inside
Burner is rusty
Small bits of green color flashing missing
